Kira has dedicated her career to representing parents and guardians of children with special needs in their pursuit of appropriate educational placements and services for their children. Her interest in special education law was first piqued in college, when she was exposed to the challenges faced by children with special needs and their families as an intern for Michele Kule-Korgood. She built on this interest while attending law school in Washington, D.C., where she clerked for the United States Department of Education’s Office of the General Counsel, studied education law, and wrote her law review comment on the issue of school district accountability for student outcomes under the Individuals with Disabilities Education Act (IDEA) and the No Child Left Behind Act (NCLB).
After graduating from law school, Kira completed a two-year judicial clerkship for the Honorable Gerald I. Fisher of the Superior Court of the District of Columbia. She then went on to represent students with special needs and their families as an attorney with two other respected special education law firms in New York City before joining Kule-Korgood & Associates. Kira has successfully litigated or settled hundreds of cases on behalf of parents and guardians seeking appropriate special education programming and related services for their children, through the impartial hearing process, on appeal to the State Review Office, and to federal district court and circuit court of appeals. She has also assisted families with their children’s transition to adulthood by representing them in Article 17A guardianship proceedings in Surrogate’s Court.
Kira earned her law degree, cum laude, from American University Washington College of Law, where she served on the Administrative Law Review. Prior to law school, she earned her Bachelor’s degree in History, with College Honors, from The University of Chicago.
Kira is admitted to practice law in New York. She is also admitted to practice before the U.S. Court of Appeals for the Second Circuit and the U.S. District Courts for the Southern and Eastern Districts of New York. In addition, Kira is a member of the Council of Parent Attorneys and Advocates (COPAA) and of the New York State and New York City Bar Associations.
